Hashirama gave the Bijuu to each Shinobi village and land.The Akatsuki later went to each of those lands to get the Bijuus,and the Kages themselves have hired the Akatsuki for war.

Sasuke "joined" the Akatsuki for a few days for his own plans.He didn't care about theirs.He planned on using them.I think it was chapter 411,page 04/05 when he said it.and also see page 10 of 482.im on mobile so im not gonna post everything but i remember those pages by heart from pionting it out a few times.
The Kages HIRED the Akatsuki for WAR.The Bijuu were given out to the villages by Hashirama - a kage,which the akatsuki were able to obtain by going to these villages.
The kages did create this situation by constantly fighting with each other for years for power,resouces etc,which created the Akatsuki - people who wanted to change this.They even HIRED them for WAR.Sasuke "jioned"for a few days not knowing or caring about their plans yet he gets the blame? What about the Shinobi Nation/Kages who clearly hired them for WAR?
Sasuke wants to change the messed up Shinobi world amd System.he wants to get rid of the sources for the messed up shinobi world and system which are the Bijuu and Kages.
Wasn't obito a student of minato, who couldn't do anything to prevent his death and rin's capture
Wasn't orochimaru a student of hiruzen, who could have taken him out when he had the chance but didn't, which led to invasion of konoha and subsequent death of hiruzen? Not to mention all his experimentation.
Wasn't danzo associating himself with hanzo in an attempt to crush akatsuki? Tell me what happened there. Yeah pain and hence akatsuki were born. Also danzo was responsible for kabuto's misery and forcing him to join orochimaru.
Wasn't danzo, student of tobirama, responsible for stopping shisui from using KA on his clansman which could have stopped the massacre and ordered itachi to do it himself?
Wasn't tobirama responsible for pushing the uchiha towards the outskirts of the village and providing the uchiha a motive to despise the village and actually increase madara sympathizers?
Didn't hashirama promise madara that they would govern the village together when both helped founded the village? Instead hashirama went along with the needs of a village that favoured senju and made tobirama hokage, causing him to leave. Also hashirama just decided to hand out free bijuu just so people can use them for war.
This is only hokages, what about the other kages who used akatsuki and the bijuu to improve military might.
Yes they did create the current situation read the manga carefully without any bias this time.
