Sasuke wants to change the system (assuming naruto is defeated)
To start
- killing the 5 kages.
After doing this he will be a certified enemy to the 5 villages, many people will try to avenge their kage and be killed. Since no one will like sasuke everyone will live under his rule will be under as a dictator. The only people who would work with him is hebi.
- Holding the 9 bijus.
This will give sasuke the image of a tryant or a "person holding great power". Even if he doesnt use the bijus, its the equivalent of america holding a few nukes in a secret base yet no one else having any, creating distrust, which is why hashirama gave the other villages a biju.
All of this will ruin the image sasuke slightly repaired by saving the world. Any decision he makes will have backlash because no one like him and he also killed the 5 kage (and who ever tried to avenge them). If there is to be no ninja system, then someone (sasuke) must be in charge to make sure that this system doesnt come back. Nobody will want to do what he wants, there will likely be many assassination attempts/revolts/riots.
Now instead of breeding hate between two clans, the majority of the world, if not all, will hate sasuke. Not to mention what if there is another ashura(i think thats his name lol) reincarnation? He will grow up in a world hating sasuke, breeding hate, and thus repeating the cycle of hate.
Nothing good could come of this. Adleast what danzo did provided some form of peace. Naruto's idea may seem unrealistic to some, but his plan directly tackles the hate and will have less backlash, thus preventing more hate. This ofcourse isnt including all the people who will hate sasuke for killing naruto.

-everyone who hates sasuke will hate the idea
