You shouldnt take that seriously. He said that because naruto 'defeated' pein. He hadnt seen ms sasuke to compare. The only time he saw sasuke fight was when he had just the sharigan vs itachi.

Basically what zetsu said shouldnt be taken seriously. Zetsu also said itachi has the strongest genjutsu and ninjutsu. That isnt true

Another moment tobi was in the forest with zetsu (after nagato die) .Tobi said that sasuke will surpass nagato soon, then after he said he donot want to risk him syncing with gedo statue because sasuke will not obey him.
