Why is he the strongest? I'll explain.
1. Mangekyō Sharingan- With his new power he surpassed Itachi. He soon obtained his brother's eyes, awakening the everlasting power of the Straight Tomoe. This allowed him to move fluidly as well as manifest the Perfect Susano'o.
2. Hashirama's chakra- Hashirama gave Sasuke his "remaining" chakra. Edo Tensei have unlimited chakra, meaning Sasuke has unlimited Senju chakra from Hashirama himself. He can, in theory, use Wood Release because of this as well as having Hashirama's cells in his body.
3. Chakra- He was born with very powerful chakra, even for an Uchiha. His chakra is said to be dark and cold. Sasuke received the Yin half of Hagoromo's chakra, which is basically the godly spiritual half of Hagoromo. This means Sasuke's genjutsu power is now on a godly level, and he can apply Yin Release to his jutsu, granting him massive destruction capabilities.
4. Rinnegan- Sasuke's singular variant of Rinnegan has equal power of that of the dual variant. Also, he is the true owner of his Rinnegan, allowing him to use it to its fullest. Sasuke surpassed Madara with Rinnegan, being able to freeze all Nine Bijuu at once and trapping them in Chibaku Tensei satelites simultaneously while battling Naruto. With Rinnegan Sasuke can master every jutsu he puts his mind and effort to. His Rinnegan is immune to the Infinite Tsukuyomi, which implies he is immune to all lesser forms of genjutsu. With Amenojikara, Sasuke can instantly transport himself as well as others. The range of this may have increased by the time he was 19.
5. Chakra Nature- According to Databook 4, which covers up to chapter 691, Sasuke has all five basic elements along with Yin release. However, Sasuke was not fully adjusted to his Rinnegan during 691. By chapter 699, Sasuke was adjusted and was able to do the opposite of what Hagoromo did, Creation of All Things, which meant he had Yin and Yang.
6. Speed- Sasuke has god-like speed. Even Madara, who had the Juubi's power along with the Holy Tree's power, noticed Sasuke's great speed.
