well no, i would give that honor to the otsutsuki family. also, while he may not technically be a jinchuriki, he is using the power of a bijuu, the juubi to be specific. so he may not have the actual entity inside him, he still is using said power. so does it really matter in the end?

if it werent for Kaguya eating the fruit, Hagoromo being born with the Juubi powers, then Indra wouldnt have had a sharingan and so would sasuke. So, it was due to a jinchuuriki that sasuke has the sharingan. Therefore, if we are to omit bijuu/beasts from the list, sasuke would also be out.

So, if you think about it, the strongest is Might Guy.

Nope, the definition of a Jinchūriki is clear at that point. Sasukes power may have parallels to Jūbi, sure, but he isn't a Jinchūriki.

at the same time hes getting his power from the same place all the jinuriki are which is the juubi. so if you're hinting at his power being his own, then you'd be wrong. his power is as much his own as the tailed beasts are to the jiuriki.

he Probably is ... But before he wasn't on the level as a lot of shinobi. He never surpassed Madara and obito ( pre Jinchuuriki ) and he never surpassed Itachi to begin with... But I'm talking before he got the hermits powers

However, I woudn't declare that eye as a Bijū-power, because it belongs originally to the Shinju. The Shinju is the source of mostly everything~chakra, Seishitsu, Dōjutsu and so on. Sasuke could awake that eye due to Hagoromos and his own power, I guess, that's a difference.
