Sasuke can simply summon his shadow clones,let them travel to different villages using his dimension s/t and destroy them with his various skill like Kirin (require no chakra) for earth village,Amaterasu for mist village,Meterite/multiple CT for konoha etc.They villages will not even know Sasuke was around,because the destruction happen so sudden.
What Naruto could do to stop all these Mass destruction?Even if Naruto Protect a village someohow (due to plot),Sasuke could Shut down all tail beasts with genjutsu ,making them unavailable to supply chakra to Naruto in their meeting room

I know the feeling, Kishimoto was building Sasuke's character until it reached it's peak when he decided to start a revolution just to make him say "I lost" than finish the story by making Naruto the Hokage instead of Sasuke.
