Shadow Clones are not difficult to learn. The problem is they are risky and you can waste chakra with them easily. Sasuke will most likely never use them in a true fight. Naruto on the other hand has a massive amount of chakra from the Kyuubi and the fact that he's an Uzumaki.

By the way, even academy students can use the shadow clone jutsu, it's just that to create so many requires a lot of chakra distribution, and it's essentially pointless because all most ninja do when they make that many clones is waste their chakra which can lead to a severe disadvantage - maybe death. That's why multi-shadow clone jutsu is a "forbidden" technique.

It is difficult to learn, it is a A-Rank jutsu IIRC , and is a forbidden jutsu.

Sasuke has a massive amount of chakra, not as much as Naruto but still alot. You're trying to downplay him but it doesn't work.

Waste Chakra? Sasuke has perfect chakra control, the Kyuubi said his chakra control was on par with the Sage's during the final battle, now 12+ years later he is jumping to Kaguya's dimenion which only she was shown to be able to do.

Black Zetsu even warned her, The Goddess of chakra, how it uses up alot of chakra, and now Sasuke can jump dimensions despite not being a Juubi Jin or having the Shinju Tree.

Sasuke obviosly could make 1000 clones aswell. All he needs to do is use more chakra.

And the Academy students learned the Bunshin jutsu, not the Kage Bunshin no jutsu, everyone was always surprised Naruto could use Kage Bunshin at the start of the story, which is why it was so special. It is a high level technique.
