I agree at least by this time in the series he's one of the fastest shinobi of his time even though i feel lee could give him a challenge. Sasuke's speed and reflexes have always been one of his strong points in the series since Part 1 and has only gotten better as time went on so i'm not suprised he's one of the fastest in the series at this point.
