As already mentioned in the Manga that Obito takes more time to teleport himself as compared to teleporting others but intangibility is instant.
Even with extra time to teleport himself, Obito's Kamui teleport speed is faster than KCM naruto even at arms length. (while KCM Naruto is faster than Raikage)

And why wouldn't Obito have Perfect Susanoo? what did Kakashi had on its own that Obito didn't which caused him to gain PS?

Its like saying Madara can't use the Rennegan Techs that Nagato displayed or saying that Hagoromo can't use the powers that he gave to Sasuke and Naruto......its illogical as fk. when Obito is the original owner of eyes.
