Yeah Itachi has totsuka and can seal Sasuke. But he can't because Sasuke is too fast. If Itachi had out Shisui's eye into himself he would be the strongest. But it's stupid how he put the eye into one of his crows. Itachi gave the eye and crow to Naruto because he knew Naruto was weak. Sasuke has the best Rinnegan in the series. If Sasuke knew Itachi had Shisui's eye he would take it and control Kaguya to kill Team 7 and the Kage.

Why the hell would you want to trade Sauces superior(and perfect/flying) Susanoo for itachi's? That Indra Arrow and bijuu chakra absorbing feat/armor....I'll take Sasuke's PS thank you. No offense to Itachi, may his holy wisdom forever bless the ninja world, Uchiha, but yatta and totsuka aren't getting through/sealing Sasuke without one of those Sun/Moon seals.
