Naruto will never be the best developed character lol, stupid @ss wankers and bangwagoners, Sasuke isn't either.
I don't even know why that exists.

Naruto is his own worst character in itself, part 1 was ok only because the fox made him lose control, after that he became utter sh!t with all this peace and war crap.
Sasuke was a d!ck the entire part 1 and half of part 2

In my opinion, naruto is the most developed character, but this is obvious since he has received way more screen time than any other(yes, that does translate to more development over time). I can agree that sasuke is possibly in second place for this, but top 3-4 sounds better. Some of his reasons for doing things seemed forced and unrealistic, just psychologically.

No, I would say Naruto is.

I know his likes, dislikes, longterm goals, motives, personality, we've seen him at his lowest in a bad sense and best in a good sense, he's not emotionally convoluted. Its like you know him in and out. We've seen his transformation from a troublesome failure to Konoha's strongest and most respected guardian.

While Sasuke is well developed, his personality is perplex and hard to follow due to emotional convolutedness. What are his likes, dislikes? You never know how he truly feels, and what are his true intentions. The indesciveness of his character gives you no clear cut path to what direction he will be truly going. All these years, and I'm still trying to figure out WHO Sasuke is at his core aside from this brooding, angst, avenger role.

Now don't take this as me bashing him, its not like that, just giving my opinion. I like him, and he can be entertaining, but he comes off a little to dry to swallow sometimes.
