Sasuke is equal to Jiraiya's level now. Since Itachi was also worried about fighting Jiraiya back then. Excluding the powers both Jiraiya and Sasuke got, they're on equal levels.
Yeah you can say that he can one shot Amaterasu. But Jiraiya can also turn him to toad stone.

Sasuke has no counter against Kamui - Susanoo is transparent, so it won't help him. Amaterasu releases pressure before being fired, alerting the opponents to it, but Kamui does not. If Kakashi want to have Sasuke disposed of, he will have Sasuke disposed of.

But I agree that character's strength does not rely only on a single jutsu. Sasuke's chances against multiple opponent, for example, are much higher than Kakashi's and that makes Sasuke stronger overall.
