I thought he has been passed Kakashi's level at this moment Since you know Naruto has been surpassed Kakashi and i think Kishimoto wanted Sasuke and Naruto to be equal in terms of power by the end of the series

I don't quite know about where Sasuke stands in regards to Naruto. Naruto's power holds a lot of variables one being that although he has karama mode he can barely stay in it for long. Sage mode how ever is an incredible power and when Naruto used both in the manga he looked stronger.
