Sasuke has really moved up in Naruto sense he was first appeared. He mastered lightning attacks learned to summon manda. He beat akatsuki awakened EMS. He's up there now with Kakashi Guy and Hyatte Gekko. Probably stronger than Hyatte Gekko. Wow time has really passed.

Granted he's not Kage level but neither is Sasuke when you take a look at the two they're pretty much on par with Kakashi being a bit stronger.
