OT: I somewhat agree with your assessment but you can't assume that Naruto simply stopped learning because he became Hokage. Even if the job keeps him busy, Naruto was never one to follow all the rules and sneaking off to learn a new jutsu or reading scrolls only he would have access to is in his character. Plus he still has Karama. Basically you can't say one is stronger than the other unless they fought again after the time skip and there was a definitive victor.

Fact:
When Jiraiya took him outside Konoha, and Naruto did mentioned that he never step outside of Konoha before.
In the end of Part 1, again Jiraiya took him to a proper shinobi training school for 2.5 years.
As for Sasuke, as similar to Obito, work around the world; But both of them look at the NV differently, using "darkness" 'their mind are closed.
After end of War, Sasuke then will really go around the world, with his eyes fully open.
Going around the world do not mean no training.
Shinobi need do some training themselves Every Day.
Just like Naruto, while waiting for Jiraiya, he himself did some training on his own daily.
