My list is not in order
1- Hashirama - Mokuton, Dragon Mokuton, hype
2- Madara - EMS, Rinnengan, Mokuton, Perfect Susanoo
3- Minato - Fastest ninja ever, FTG, space time barrier, etc
4- Naruto - One of the fastest ninja ever, Kyubi's chakra shroud, BijuuDama, sensing ability, etc
5- Nagato - Rinnengan, Rinnengan techniques(Shinra tensei, Gakidou, etc)
6- Hiruzen - His hype already says everything
7- Onoki - Jinton, flying ability, golem jutsu
8- Muu - Jinton, Invisibility, flying ability, sensing ability
9- Itachi - MS, Susanoo with yata mirror and totsuka, tactician
10- Kakashi - MS, Kamui, tactician, thousand jutsus

13- Yondaime Raikage - Ultimate speed, one of the fastest attack ever, but i actually think this fight could end in a draw

16- Orochimaru - Suigetsu and him admitted he couldn't have beaten him at full power, Edo tensei, Oral rebirth, etc
17- Killer-Bee- Owned Taka, Perfect Jinchuriki, Samehada, Bijuudama, etc
18- Kisame - Samehada, powerful suiton techniques, chakra absorption, pushed Killer-Bee to his limits that same Bee who owned Taka with relativ ease
19- Tobirama - Edo Tensei, Space time ninjutsus, powerful Suiton jutsus, Senju leader after Hashirama's death(Hype), fought 20elite ninjas from kumo(Kinkaku and Ginkaku included) and survived
