Even when he is at his most powerful level Sasuke could not beat Naruto. Naruto fought on the defensive for two reasons: The first being that he learned from the first fight with Sasuke when he was younger is that the Sharingan could read his movements so attacking first is useless and leaves him open for counter-attacks. So defensive position is a strong offensive position. The second and most important reason was NEVER GOING BACK ON HIS WORD he promise Itachi he would defend the village without killing Sasuke. That price to save his friend and keep his word was his arm. Plus, we are talking about a fight that happened after Naruto have been fighting nonstop in a war. Not a fresh one like Sasuke after he had a break being sent to a different dimension. Plus, he admitted that he was holding back in the war so that he could fight and kill Naruto after.
