If we think about it Sasuke is quite dumb as well and rushes his enemies without thinking it through just like Naruto. I'm not sure why people call Sasuke intelligent, he has no intelligence feats besides using Itachi's jutsu to kick start his (Kirin) and that is not even some worthwhile feat. In my opinion, Sasuke is pretty simple minded like Naruto and rushes in on his opponents without thinking and almost always gets defeated. Both he and Naruto are pretty straightforward knuckleheads if you ask me.

Sasuke rushes in on Lee and got hands and feat put to him.
Sasuke rushed in on Itachi and got kicked in face and disarmed
Sasuke rushed in on Tobi and he could have Kamui warped him if he wanted.
Sasuke rushed in on Bee and got shit stomped.
Sasuke rushed in on Ay and got neck chopped.
Sasuke rushed in on Madara and got stabbed in heart
Sasuke rushed in on Kaguya and got fodderized. (multiple times)

Rushing in with Rasengan and rushing in with Chidori...... they both feel like the same low level intelligence kids in my opinion. Sasuke is just more book smart than Naruto so he tends to stand out as smarter but when it comes to battle, he is simple minded and just rushes in straightforward, easy way to get killed, and he always almost did!

But in overarching intelligence like academia or concrete knowledge, Sasuke is smarter.
