He is trying to hard to kill naruto, and i know ul gna say, " he just wants naruto to fight with all he has". However sasuke knows how naruto fights, and he knows the power naruto has. This new power sasuke has is bit too much over kill, he wants naruto dead to badly, and when u want something that badly it means u prob dnt really want it or need it. Another thing why did he not kill sakura, if someone wanted to be hated why then did he not kill someone who would bring that hatred to him, especially from the one person who he wants to kill, and knows will be full of hate for him if he had killd that silly girl.

also sasuke doesn't need naruto to go all out in order to kill him
if he's capable of killing him he'll do it whether naruto fights back or not

He obviously doesn't want to go through with this plan. You can see it on his face. He is clearly sad that he is trying to kill his best friend, but he thinks it's the best way to save the world. He didn't kill Sakura because she isn't an opposition to his plan, not to mention she is Sasuke's friend and he doesn't want to kill her either.
