Nah, Sasuke's goal sounds a lot like typical anti-heroes we've seen, but his characteristics say villain more than anything. He's not just taking the burden of unethical action (being the guy that get's things done and taking the blame), but he IS the unethical action in this scenario.
Of course Sasuke could be bluffing and then we'd see the similarity, but if he's serious, nope. He'd be just another villain who thinks he's a hero.
