No, the true power of the eyes is when you have both. Madara only had one of his Rinnegans so he wouldn't be able to use every jutsu that we know his Rinnegan has. The Rinnegan Obito had contain the power to pull souls (he wanted to pull Yamato's soul out), control 6 paths, and revive so the eye Madara had wouldn't be capable of this. Obito couldn't awakened Susanoo without having both eyes.

But Sasuke Rinnegan is different from normal Rinnegan.

Simple Sasuke is too arrogant to depends on other power of Rinnegan , instead he just focus on limited teleportation, this or limited teleportation causes the smallest drain among all techniques of RG.

This is how Itachi got his MS without actually killing Shusui and how Sasuke gained MS after Itachi dying even though he didn't kill Itachi, Obito already told him Itachi planed his death. Naruto already showed his full power, he used every single tailed beasts chakra and revealed the powers he got from the sage. Where as Sasuke hasn't, he is using his previous powers, whats the point of that? Kishi will reveal Sasuke's true power from the sage, just watch.
