And Tsukuyomi isn't needed for Orochimaru, Tsukuyomi is wayyy too high level for him.
A basic paralyzing genjutsu is enough to take Orochimaru out in every single fight.

And creating a ''stronger'' genjutsu isn't going to help if someone is immune to genjutsu broski.
