I'm just posting two scans. Of both characters, attacking with there S/T on the same enemy. One when he is weaker and slower. and the other one faster and stronger. (jubi jins are the fastest) just posting scans. i have nothing to debate about.

And sasuke is obviously faster in multiple ways judging by these scans amongst a few others i would choose.

Maybe if you read the manga then you would know Madara was only able to counter FTG due to having experiences and knowledge for fighting FTG user plus stated that Tobirama could not access his true power (he's Edo tensei which is weaker than alive). Revived Madara shown greater speed that Edo Madara for example. Madara didn't have knowledge on Sasuke S/T jutsu at first and when he did, Sasuke didn't use it on him again since he knew the range and how to avoid it. Tobirama base speed and reflexes are beyond Sasuke as Madara said Tobirama was the fastest of their time (Minato being the fastest now) and arriving to the War before Sasuke shows that as well.

Since Madara said he was hailed as the fastest of their time and that he can't access his true power since he's Edo Tensei. Being a Edo lowers his stats and Madara even shown greater speed after he was revived than when he was a edo tensei and Hashirama said Madara has his old power again.
