i was looking around the background of where he was at and it was all beat up and destroyed. the uchiha clans section of the village probably got destroyed during the pain attack and nobody fixed it i guess. but what other part of the leaf village could have destroyed buildings and stuff?

to me it looks like he is at a shrine of some kind close to the leaf village

They're in Konoha, and most likely headed for the Uchiha compound.
In the previous chapter, the building frameworks resembled those seen during the reconstruction of Konoha. On the last page of this chapter, there is a building with the same architecture as those seen in Konoha in the far background.

Here's a pic for the non-believers:

Why we would he ask "is this the place?" then?

The backgrounds definitely look similar, it jus leaves the question of who is there?

no they're not

Yes, they're in Konoha. Here's proof:

If anyone wants to debate otherwise, feel free to. However, the buildings in Konoha are unique, and I don't recall any other villages or towns in the series with the same design and structure.

First of all the pic you showed with red circles doesn't have a smoke stack like your source picture does so I don't think that counts as proof. Also we have not seen every area of the Naruto Universe so you can't possibly know whether Konoha has distinct architecture. The land of eddy and Konoha were very close and had clan descendants of each other, it is possible they also had a similar building style to Konoha.

Sorry for double post but this didn't go with my reply.

But in the manga when they show Naka shrine those side buildings weren't there, those only seem to be in anime renditions and without the side houses at the shrine then it looks nothing like where Sasuke is now. Also if you look at the manga page in chp 617 you see the buildings going horizontally are in front of the arch, while the Naka shrine shows the buildings behind the arch, for this simple reason alone I do not think they are at Naka Shrine or Kishi accidentally drew the buildings in front of the arch when they were originally behind it.
