IWR takes years to learn. Just having absorb oro doesn't mean he can just use that jutsu at will. Kabuto had studied the technique even before oro's defeat. And how would Sasuke go and find ALL of the dead bodies and perform everything just like that? Not to mention Oro can Kabuto are geniuses
