Shikamaru states that Sasuke does missions, which confirms hes an active Konoha nin(which means he must have visited the village a few times while doing said missions) So whats the excuse this time for him not visiting his family in over a decade and is Salad really his kid?

I don't think Sasuke and Sakura are married. If they are, he doesn't seem very invested in the marriage. I think Sarada is an experiment, I can't think of any other reason for Shizune acting the way she did. It's like the whole village knows, but is forbidden from saying anything. What else could the reason be?

Maybe Sasuke does missions without actually returning to the village and just sends Hawks to Naruto to let him know that he has completed them.

Seems about right. I would imagine that some people in the village would still have some iffy feelings towards sasuke. So maybe he handle things outside the village since Naruto is stuck doing paperwork

Sasuke has probably just been on a long ass mission so either he never returned to the village yet and just gets info sent to him and has no idea he has a daughter or he's just distancing himself from her for her protection for unspecified reasons.
