Cause hes a joke man always saying he gonna do something and dont.
He didnt kill naruto cause he didnt wanna do it itachis way.
Just like naruto not gonna wanna kill him cause of plot.

Sasuke should have been killed first VOTE fight but Naruto "scratched his forehead" because A.) He didn't want to kill Sasuke and B.) He knew Sasuke wouldnt kill him either.

He did get revenge...Just didnt understand Itachi planned it that way.

He did technically destroy the Leaf Village by eliminating Danzo.
