Madara didn't create the Zetsu. They were people from the last IT and the Shinju still in the Narutoverse. Only a small piece of it is sealed. If the genjustu is still active, why not the Zetsu transformation?

What are you talking about? If you're talking about the Zetsu shown in the recent chapter, that was because the sacrifices of Edo Tensei die after the soul leaves the body. This has been shown several time before.

The Gedo Mazo which is the husk of the Juubi turned people into Zetsu according BZ...White Zetsu and Spiral Zetsu are victims from the last IT event.
