Well, Kakashi is Genjutsu user, just like Shee. They are both using Genjutsu, so they are Genjutsu users.

You have to learn difference between between "Genjutsu user" and "Genjutsu master". Just becuase Sasuke isnt as skilled as Itachi in Genjutsu, doesnt mean that he sucks with it.
He didnt diplay as many strong Ninjutsus as Sasuke. Thats enough for me. Besides, the fact that Itachi isnt as skilled as Sasuke with Amaterasu only proves my point further - Itachi is more talented with Genjutsu, while Sasuke is more talented with Ninjutsu.
That doesnt explain why he was hiding. Most probably, he wanted to take a close watch of Danzo, wait till the meeting will end and then attack him. If Sasuke knew that fight with other Kages was inevitable, he would attack right away, there would be no point in hiding.
