Anyone who's not familiar with the term it's basicially a character who treats everyone like crap but is nevertheless sympathized with and treated with kindness by the other characters in-universe. Another notable trait about them is that they rarely, if ever get hit by karma for their actions. It's basically the Jerkass version of a Mary Sue. For more information go here:
Why I say this about Sasuke?:
1: He betrays and attempts to murder his own allies but all of them instantly forgive him and reward him with power-ups. Case in point, Jugo and Suigetsu who Sasuke left captive to the Gokage despite them going through life and death to save him several times, but no when they return they politely greet him and give him a scroll capable of releasing all of the Hokage from the Death Seal. Karin who he only used for her healing powers and disposed of the second Danzo got his hands on her can't stop fawning over him and forgives him like nothing ever happened after a half-assed insincere apology.
This also extends to his former teammates. Who he has no problem murdering to get more power. He laughs like a maniac at the thought of slaughtering a village full of innocent people, even when he decides to "help" the SA it's only because the current Big Bads plans conflict with his own equally depraved plan and makes it clear that he wont hesitate to let others die to win. But no Sakura who's pratically his own punching bag holds instantly forgives him to the point of being his baby momma and holds no ill will towards him even blushing and begging to come along with him on his journey. When she had every right to leave him armless and crippled at the Valley of the End. Karin, Suigetsu, Jugo and Orochimaru who have every right to let him die go out of their way fighting a giant buddha statue to save him.
2: The characters constantly sympathize with him when really his Freudian Excuse doesn't justify most of his actions. Even to the point where Kishi even states that oh an Uchiha's love is so strong that it makes them do unspeakable things, there not truly evil. In fact a large portion of Part 2 has been about the Uchiha backstory and trying to justify Sasuke's turn to evil. Hashirama politely sits down and talks to Sasuke when he says he's going to destroy Konoha despite almost killing Madara for attempting to do the same. Naruto, Sakura and Kakashi are constantly defending Sasuke's actions and refusing to kill him. When Tsunade, Jiraya and Hiruzen gave no sympathy to Orochimaru when he turned evil. Hiruzen fought his soul out [literally!] when Orochimaru attacked Konoha and only felt sorry about not killing him when he had the chance. Tsunade beat the shit out of Orochimaru when he tried to kill her, Jiraya and Naruto. Jiraya always treats Orochimaru like the sick twisted sociopath he is, rather than this sympathetic friend that he HAS to save like Naruto.
3: He becomes a complete Karma Houdini at the end. No jail time AND he's free to enter and exit the village whenever he wants. When if any other ninja even attempted to leave their village they would be labeled a criminal and a traitor. But Sasuke gets "special" treatment because he's good friends with the 6th and 7th Hokage.
4: Kishimoto even states that Sasuke isn't evil. Claiming that he's "pure". When last I checked people who aren't evil don't carry malicious intent towards others and actually care for people's lives.
