Sasuke is a better reincarnation than Naruto

I don't see your point? All I get from this is Naruto had more goals than Sasuke did. Hagromo said Naruto was just like Ashura and I'm sure he said the same thing to Sasuke about Indra. So really there goals were probably the same as their reincarnations. To sum it up, you can't determined who's the better reincarnation.

Sasuke seems to be very confident about his actions, his past and about the future. He clearly seems like being someone who has the experience of his past lives.

On the other hand, Naruto seems like being alive only for the first time. He is unexperienced and does not have any life-long goals, is very inconsistent; jumping from wanting to be hokage, to saving the world, to protecting his friends, to getting Sasuke back and so on.

just because u are a reincarnation does not automatically mean you have all experience from your past life.. the only things you tend to get are specific traits

naruto's one life long goal was to become hokage the rest u mention was just little goals on his road to becoming hokage

if its to count all naruto's changes of mind the list can go on, i only noted the important ones, sasuke was more constant while changing plans while naruto made like 180 degree change
