Indra exceeds ems sasuke/madara but that's it. Sasuke surpassed him when he acquired power from the sage and absolutely blew him out of the water when he absorbed bijuu power.

Indra gets some of Hagoromo's chakra since he's his child and all that, genetics.

Sasuke gets all of Hagoromo's Yin Chakra straight from the source, and as a result he gets the Rinnegan. Then he gets all 9 Bijuu.

What does that logic tell us? That Indra is not on Sasuke's level.
