No. 1) Sasuke has no desire to become Hokage and 2) The Elders had decided to wipe out the entire clan with a reason. They feared a coup à tète and didn't want them to become more powerful. So why would they give a position filled with power to an Uchiha who for all intend and purposes should have died too that night?

The hatred or the pain of losing someone important is necessary just for awakening the Mangekyou...so even if he will not hate anyone from this point his eyes will stay in the same level.
