I agree, I also think that Sasuke is going to revive the entire Uchiha clan to determine whether or not he should take revenge on Konoha. Also, remember what Sasuke said to Kakashi after he killed Danzo and was asked to come back to Konoha?

Why wouldn't Sasuke take advantage of this prime opportunity to revive his clan?

And as for what Suigetsu was referring to when he said "rule the world", he probably had no idea that Orochimaru could use Edo Tensei, and since the scroll was about Edo Tensei, he thought Sasuke might wanna try to revive his clan

Hmm it is very possible and makes perfect sense, I believe he wants to revive the past hokages and that the scroll was for control of the reaper death god. My control I mean use it without sacrifice or use it using someone else as a sacrifice and control troll of what is sealed and released from it. It's far fetched but oro's arms being sealed is why he is so weakened plus there was a lot of foreshadowing in the chapter "oeochimaru's resurrection" I did a whole thread on this I will post it below...
