Sasuke's Sharingan is canonically superior to almost all the characters that possess them. So, that would be nothing but an opinion from you.

2. Shin - worst MS ability by far, and only one at that.
3. Madara - no MS ability besides Susano'o
4. Shisui - has only one ability that we know of, Sasuke still outweighs it by quantity.

Sasuke's and Itachi's MS are more or less on equal ground, and the only one that truly surpasses Sasuke's Mangekyo is Obito's MS, which is by far the most powerful.
