Literally, the only person in the Manga that Izanami would work on would be Kabuto.

Well you have a point and by the way, sakura will not surpass Tsunade, only with 1 or 2 more asspulls for sure. There's no way for her to pass Tsunade at this point, if this is the last ARC then she's fvcked.

I've pretty much concluded the fact that Sakura is going to obtain another asspull power-up, and the only thing that Kishimoto/Sakura fans could base this new "power-up" off of would be her "perfect" chakra control.

Which Sasuke and Naruto > Sakura in that department.

It was already foreshadowed by Kishi, as Sasuke was already compatible with CS, let alone the fact that Juugo also gave him his own DNA when Sasuke fought Hachibi.
