Madara was not even fighting seriously . He could kill Gai anytime he wanted. He did not use nijutsu are his rinnegan skills. He was enjoying to fight a strong opponent.

It's not the same jutsu.
Katon Goukakyuu no jutsu is C-rank jutsu
while Katon Gouka Mekkyaku is B-rank, you cannot compare them
Beside unlike Madara who was a clan leader, Sasuke didn't have to know all of the Uchiha's secret jutsu

not only are using fail translations as sasuke didnt say full power, they are two different katon techniques. but yes madara is generally more skilled in katon, but thats not a proper way to compare strength.
