i agree that Sasuke has all the paths the only thing is he just never used it. He either doesn't know he has it, specifically the deva path I don't think he ever came across Nagato and saw Nagato using that so how could he know about it. But he should have because it comes with the rinnegan. Sasuke also has better justus he can use instead of wasting chakra on the deva path, just because someone has the jutsu doesn't mean he/she is gonna use it, thats not his finesse in fighting

Before he even take the bijus under chibaku tensei he states that he used the fight against madara and kaguya to develop his rinnegan witch imply he did learn from them.

no it implies that he simply got used to the abilities his eye through using it in battle, same way he kept developing his MS throughout the battles he was in.
