No I think he did see it. He saw him coming from behind him look at the bottom panel. Raikage also charged full speed infront of Minato so it's not like he tried to go around him or anything

Now what your scans show is A in level two avoiding amaterasu. Since Sasuke couldn't follow the raikage's movements with his sharingan he could tell where the attack would come from. That is why he just engulfed the whole susano'o in blaze release. It is essentially the same as when sasuke has the potential to take heavy damage he puts up susano'o just incase. I don't think you can say that it was a direct counter to A's attack, more of an insurance policy. Given that I don't think you can directly compare this instance of sasuke with the instance of minato.

With that said sasuke did get a shield up i'll give you that so he must have done it dam quick. But it could also be said sasuke was spamming some serious plot-no-jutsu that whole kage summit.
