I'm pretty sure Jinchuuriki should be immune from it on the same logic to which Sakura apparently was, but I don't think the requirements to break out of it were never explicitly said, if it was a chakra matter or a power of will thing...regardless, Obito did break out of it fairly easily, and he was caught off guard, so there's definitely something to it.

Obito broke out of it, so yes, Sharingan or powerful chakra has to do something with it. And Ino's tech then was powered by Kurama's chakra. That's how shitty it is before an Uchiha.

But wasn't she using it on him during the SA's arrival on the battlefield? Powered in range by the Byakugan? That was before Kurama's chakra, unless you're referring to something completely different.
