I don't see why he couldn't use FTG. Its just another tech, its not a Kekkai Genkai, anybody with a sharingfan whos seen it done should be able to do it. Thats not what hes using though in this issue. Clearly you see the lines denoting motion, not teleprtation, lets not forget he has body flicker tech which has been shown to be almost instantaneous

how is it izinagi when he did die or even get hit by an attack once?

Because he lost tome. because he has the yin side of creation of all things just like naruto has yany side and gave life to guy. because it isn't quite izanag but rather a derivation of the power to create something from nothing, just like izanagi is. We use izanagi here because it is the only similar technique. He doesn't need to be hit, because it is better than izanagi.
