When he got EMS this didn't change lul.

As for the madara scan madara already unloacked EMS -> Rinnegan
if he implants another ms/ems he will be able to use that eyes 1 ability

Baseless assumption. Never has Sasuke used Tsukuyomi, even against Kabuto he used Sharingan genjutsu while Itachi explicitly said Tsukuyomi.
