other than onoki, and maybe A to some degree for trying to amass jutsu during peace times, what have the current kage done? tsunade is directly responsible for sasuke still being alive. had she given the order, somebody would have went to kill him. mei changed the mist for the better. gaara wants the world to follow naruto's lead, thus he wants peace. sasuke's actions make no sense.
