Sasuke is just making a plan. He is looking and learning carefully at Naruto and his abilities because he wants to be prepared for when he kills Naruto. He is also trying to gain the respect of the villagers for the moment he kills Naruto; he will say it wasn't him or give an excuse for the people to believe him.

That is exactly what is going to happen.
