The strongest person Naruto beat was Toneri. Naruto also beat Muu, 3rd Raikage6 Paths of Pein, and overpowered the 7 Bijuu's Bijuu damas with a single bijuu dama of his own. The best opponents Naruto beat > the best opponents Sasuke beat. Not to mention Naruto beat Sasuke with 6T rinnegan, who had 8.5 Bijuus chakra to amp his susanno and indra's arrow.
