We get the info from the manga and it is easy to see that there are many similar patterns in this manga, parallels portrayed all throughout the manga, hashirama and madara parallel with naruto and sasuke. Naruto and a few friends may accept him but the village may not and many shinobi may not either, however naruto holds more influence over the current generation as well as the world/village hero so he would most likely pardon him. Konoha would most likely pardon him so that they could restore the uchiha and gain military might( the alliance wont last forever; look at wars and allies in the past century). So sasuke will most likely be accepted back in the beginning but it will take time for people to adjust just like how people didnt like madara, however much like madara his patience may wear thin and he will most likely begin to question the likelihood of full acceptance in konoha(hes a negative thinker , contrast to naruto who saw his acceptance issues as challenge to earn his acceptanceositive idiot). Sasuke would most likely question whether he should stay or go much like madara and from there im not sure what would happen, ther theories i have is he follows madaras path, becomes good however socially isolated in konoha, is fully accepted or just leaves the village. So the question isnt will he be forgiven of course he will its whether will he stay? but if u look at the original question "will he be forgiven?" by who is he forgiven and by who does it matter? too many factors too much time ill just wait for kishi to finish his lil manga so i can be done.
Except a lot of people want Sasuke dead, besides it was established that they can't pardon Sasuke anymore.
The Samurai and the Raikage will just threaten war and the village would have no choice but to hand Sasuke over.
Kishi didn't just have it said by one character, it was said by multiple characters that Sasuke was beyond pardoning. Naruto went and got on his hands and feet and begged the Raikage and he made it very clear that it wasn't happening.
He also noted that other nations wanted Sasuke's head as well, so even if he did they wouldn't.
Temari and Kankuro both also stated that Sasuke could never go back. Do you think Kishi would have done all of this for no reason.
Shikamaru even commented that the village can no longer accept Sasuke Uchiha as one of their own, because of his association with Akatsuki and his attack on the Hidden Cloud Village.
Kishi was establishing that Sasuke had crossed the line of no return, there is no going back to the village, so he won't be pardoned.
