No, Kaguya's power comes from Six Path Senjutsu, the same chakra Naruto has with the same potency Sasuke has. In any way you look at it, Kaguya proved Hyuga's statement right. Anything made from chakra, regardless of how OP it is, will get negged by Byakugan powers.
