it comes down to Sasuke vs Itachi, Sasuke vs Raikage, and Sasuke versus B

when sasuke was fighting itachi he dodged the amaterasu

when sasuke was fighting B he dodged the lariet to which B states he is the first to dodge since his brother

when Sasuke was fighting A they charged each other and sasuke landed first blow even though it was uneffictive because raikage was in the lightning armor cant forget Raikage claims to be fastest living ninja also when raikage came behind him he changed the amaterasu to a definsive black cage thing before Raikage could even strike him

people are going to say sasuke is using sharringan to predict movements this is what u fail to understand you can see people but if your body isn't fast enough to do what you want it to do it doesn't matter

Naruto in sage mode fast naruto in bijuu mode fast i dont know who is faster i just no sasuke doesn't need any powerups like the raikage or naruto to be fast he just is

People atleast read the thread he states that sasuke is the fastest person alive without any speed enchancing power ups, sharingan don't count becuase you need your body to react also people like guy don't count he uses the gates. So I agree with him.

I understand where your coming from however what you witness was reflex's that were based on his Sharingan.

Those are not feat's of strength, Sasuke was only able to get the first hit when Raikage was a V1.

I will agree that sasuke has shown some good feat's when it comes to Speed, however ... You would be mistake to think that he is on a level of that of Naruto or Raikage.

Sasuke predicted most of the movements with his sharingan . He's not the fastest ninja alive. Either 4th Raikage (he's half dead so I'm not sure) or BM Naruto

obito is faster
bee is faster
raikage is faster
gai and lee are faster(their gates don't count since it's not chakra)
and a couple other people are faster than sasuke

heck even kakashi is faster depending on how you look at it
