He doesn't have the yin seal so I guess that's why his tomoes were fading away.

I think the real question here is why Sasuke's not using the rinnegan.

The seal's only purpose was to seal Kaguya.

Until he shows the ability to activate and deactivate tomoe at will, it can't be done and is just a drawing mistake like Kishi has already done.

Correction - Until he shows the ability to activate, and deactivate the tomoe at will, we won't know if it can or cannot be done - You can't just outright claim it can't be done when whether he can't or cannot hasn't been said/shown.

What do you mean by the bold? Have you seen the spoilers? He has used the Rinnegan, hence this thread.

Or do you mean why did he have it activated yet not used any of it's powers? He used Amenotejikara.

When has anyone deactivated tomoe? Once you provide a scan, I'll agree it's possible Sasuke can do it.

Until then, it can't be done and this is just a drawing mistake.

It's just a drawing error. Seriously how much sense would it make to just turn the tomoe off and not the whole eye?
