Agreed. As Danzo states, his genjutsu is a farcry from Itachi's master piece Tsukuyomi.

Since, sasuke has receieved itachi's sharingan with itachi's abilities.
It is fair to say that sasuke has acquired Itachi's tsukyomi.

Sasuke just probably has not used it to the extent that itachi has,
and has no experience with it. He acquired abilities from that touch that itachi gave him when he died. Everything.

Even so , if you don't believe he didn't have it at that point.

Sasuke did with itachi what Madara did with his brother. He took his eyes. This, in their clan is the most significant sacrifice in their life and it comes with major changes.

I's probably that Sasuke is the most powerful of it's clan already since itachi is long gone. (Itachi did the most significant sacrifice killing those who raised him and the village)
